It may save you money off your energy bills, so it depends how much he wants really. I would definitely keep things simple and keep the two things separate. I wouldn't expect a refund when you move out. If the old system is about to give up, he will have to replace it but then might decide to put your rent up anyway.
Changing the world, one sarcastic comment at a time.

My landlord has stated that he would like us to pay part of the cost for this as a "loan" by increasing the rent, however my feelings are that this is neither legal nor fair.

correct me if i am wrong here, however if i agreed to this then in a year moved out of the house (for whatever reason), i would be well within my rights to reclaim this money directly (possibly plus interest).

The LL's plan sounds weird - but I'm guessing he means something slightly different from what you understand...

I think the LL is proposing that you should contribute, let's say £1000, towards the new boiler. But he will lend you the money, and you pay it back, at say £50 per month. (So that makes 20 months of repayments overall.)

So if you left earlier, he would not owe you money - you would owe him money (i.e. the outstanding part of the loan.)

As others have said, the alternative would be to put your rent up by £50 per month.

But if my guess is correct, I can't see why the LL would want to do this - unless it's part of a tax fiddle.

From a tax perspective, the £50 loan repayments would not be taxable, whereas an extra £50 in rent would be.

But if you pay £1000 towards the boiler, he can't claim tax relief on that £1000 - which zeros out the monthly reduction in tax. (Unless he plans to fib to HMRC, and say he paid the whole bill for the boiler.)

    Are you claiming any benefits?
You maybe able to get a FREE BOILER! installed.
You have lived in the property for 3 years and the LL seems a bit of a tight git?
