Tax Rebate

Good Morning,
I had a friend call round yesterday saying he had put in for a tax rebate some months ago with a agent who advertised.
My friend got a phone call of this (agent/accountant)saying his tax had been sorted out?This agent/accountant said he would send him a cheque out in the post,the amount the agent/accountant told him was £3,857.
The day after saturday my friend got a letter from the Inland Revenue saying they had sent a payment of £12,947 to the agent/accountant.
Now im no accountant but this amount which the agent/accountant is charging my friend seems to me to be way over the top.
All in all this means the agent/accountant is keeping £9,090 for his services.
Does anybody know of any contact numbers my friend can call to see if this is legal.

Get him to ring the revenue using a number from hmrc's website not the one on any letter to see if he was due a refund of any kind & more importantly if they issued a cheque to this agent. Smells of a scam to me. If he was & they have, he must have signed something to allow this to happen. approx 60% as fees seems extremely high.0
