The parking scam goes nautical.

Just weeks after Pickles was bleating about tackling rogue operators, another government agency, the Environment Agency, is inviting scammers to infest the Thames:

    This will be the formalisation of the experiment District Enforcement have been carrying out for quite a while now. Be interesting to see who gets it.
    My very sincere apologies for those hoping to request off-board assistance but I am now so inundated with requests that in order to do justice to those "already in the system" I am no longer accepting PM's and am unlikely to do so for the foreseeable future (August 2016). :(

    I think that whoever wins this contract will find that river users are a different kettle of fish that the harassed housewives and the easily confused who make up their bread and butter.

    I suspect this is very true. An elderly gentleman who I have a beer with in our local most Friday evenings owns a boat on the Thames. Now retired, he made millions manufacturing lighting products in China and wholesaling them in the UK. He is also, like you, a part-time landlord in his retirement.

    Woe betide the two-bit parking shysters who try to scam this formidable character!

    The Thames (generally - not within the Port of London) is of course covered by bye-laws but, based on a quick read through, there appears to be no provision for the charging of mooring fees or penalties for failure to pay. Looks like it will be just the law of contract then. Here we go again...

    But there's no PoFA Schedule 4 for rivers, so only the "driver" of the boat can be held liable! So it's a big pre-PoFA-style "FRO" to the parking scammers then!
