Council tax discount for students

Does this apply to PhD students? And if this student is living with a spouse who works full time but is also a part time student, will the council grant a discount?

    if the university classifies you as a full time student then yes, if not , then no. It is the university which will provide the certificate you require so best to ask them since they know the rules and how your course is structured

    as for the wife she is part time so highly unlikely to meet the classification, so she will be liable for council tax but, assuming you get the student disregard, she can claim the 25% single occupant discount
