Dropped Kerb 50% Subsidy from council if claiming DLA w/ Motobility

Hello all,
I'm in need of some advice, we currently are planning to build a dropped kerb to gain access to our property/drive way to park our cars. In the process of researching what i need to do to start the ball rolling I discovered some councils offer a subsidy to cover 50% of the cost of the work if a disabled person lives at the address.
My daughter currently receives DLA with the Motobility component and although i've practically spoken to everyone at my local council (not sure if i can name them) they dont really seem to have any idea although they were extremely helpful. I finally ended up speaking to someone at the childrens disability unit who took some details and will hopefully get back to me.
However I am wondering if anyone has ever been through this process and if there is any kind of law or guidelines for this? It seems to be down to the individual council but I can't seem to find anything concrete.. any help would be appreciated also if anyone can advise what angle I should approach?

Not sure about all councils, but in Birmingham you can get a 50% reduction as long as you (or someone living at the address) has a permanent severe mobility disability.The 50% discount only relates to kerbs that are the standard 2.75 metres anything over this and you have to pay in full. The council should have an application form for you to complete if they offer the serviceI have had brain surgery - sorry if I am a little confused sometimes0
