What counts as income for a credit card application?

Sorry if this has been done before but I have been searching and can't find anything. I don't earn very much but I get over £1000 a month in tax credits and maintenance - does this count as income?

Regular savers earn 6% interest (HSBC, First Direct, M&S)
Loans cost 2.9% per year (Nationwide) = FREE money.
