£130 PCN for overstaying a bay?

I was issued with a PCN for parking in a bay last Sunday morning on Bethnal green road, London. (accidentally overstaying a 2 hour free limit, I think I read it on the sign, but can't find the info online)

I found this on londoncouncils . gov .uk
"Higher level penalties apply to contraventions which are considered more serious, such as parking on yellow lines or where an obstruction is caused. Lower level penalties apply generally where parking is permitted but the regulations are contravened, such as overstaying on a pay and display bay.

The above information seems to state that I should have been issued with a lower level / minor fine... sooo

1) I need to pay it right?

2) Can I get it reduced to the 'correct' level? (£80 or £40 if paid within 14 days)

(I have an image of the parking ticket but can't post it)

    Actually if you are right then you will pay nothing at all. You should post your images (BOTH SIDES of the PCN) in a new topic on pepipoo instead as they are the Council ticket experts:

    Most people win and it sounds like you have the right sort of 'eye for detail' to join the pepipoo successes. That's exactly the sort of thing that can win at formal appeal stage or adjudication.
