New Record for delay???

Hi, I think I may have a new record here for the time delay between PPC (Excel) correspondence and a letter from a Debt Collector (Rosendales).
The original PCN was issued in 2010. I appealed to Excel who declined it. Then after a little research on here I decided to ignore things (correct at that time I think). As it was, no other letters were sent by excel after their decision.
Now, more than 4 YEARS later I have Rosendales demanding £150.
In have now revisited this forum and read the advice on the stickies and am aware that things seemed to have changed in 2012.
I noticed that the advice given in the flow chart posted by da_rule is if the PCN was issued before 1st October 2012 ignore it. Does this also apply to the letters now being received from Rosendales?
In view of the time delay and the PCN being issued in 2010, is there some action or robust reply I can send to this DC to make them stop?
Also, will the fact that my original correspondence with Excel has long since been recycled (after my usual 3 years) cause me a problem?

You can definitely ignore letters from the debt collector as they have absolutely no powers whatsoever, although they will have you think otherwise. You could write a cease and desist letter to them denying the debt and telling them to refer the matter back to the PPC but personally I would give their letters a stiff ignoring.
One of the experts will be along soon and be able to advice you on the other points but I'm pretty sure that since the original PCN was pre-POFA then you should not make contact with the PPC and continue to ignore them as well.I married my cousin. Can you remember when you appealed, did you appeal as driver or as keeper? @DQ - sorry, had one here the other day from 2009!
This is a phishing expedition, having another go to see if anyone panics and pays. Don't!! And don't go writing to them, nothing you can say in a letter will do anything other than give them encouragement to send you more demands. And definitely don't go phoning them. In other words - ignore them.
In England/Wales (alleged) debts can be pursued through the courts for up to 6 years - but NOT by debt collectors, only, in the case of PCNs, by the PPC or landowner.
Don't ignore any LBCCC/LBA or MCOL papers that arrive from Excel - but unlikely after all this time, and especially as your case was before PoFA 2012, they cannot pursue the keeper, only the driver, so more reasons for making no contact with them in case the driver is inadvertently identified.

It's pretty much as I thought after reading the other info. Just wanted to be sure the 2012 rules could not be enforced to PNC's prior to that.
Dee140157: I appealed as keeper as I wasn't driving at the time. Never gave detail of who was.
I have a fairly thick skin and will simply keep but ignore future letters. I do feel for those in this situation that get panicked into paying. Out of interest does anyone know if there are organisations or class actions looking into bringing these vermin to book or lobbying for legal reform on this matter?0 -

The BMPA has close links now with the Citizen’s Advice Bureau who have recently updated their out of date information regarding parking charges on private land. The BMPA are also a focussed voice for lobbying about various PPC issues, are known by the DVLA and other organisations and may well have members in common with regulars here...PRIVATE 'PCN'?
