Parking Eye in Preston change the rules!

Please be aware that Parking Eye, who manage the Corporation Street car park in Preston (former Blockbusters) have changed their rules on parking at the site.
It used to be 1 hour 20mins free parking.
It is still 1 hour 20 mins free parking, but now only if you shop in one of the stores on site, i.e. Aldi, Poundstretcher etc.
They have CCTV not only monitoring vehicles but your movements too - be warned!
If caught, they will send you an invoice for £85.

Ah such is their arbitrary set of rules. What happens if you park, visit one of show concerned to look at and plan a purchase, but spend nothing? I am somewhat sceptical about a CCTV system sitting alongside the PE ANPR. It would need pretty sophisticated stuff to link individuals moving about with their car's VRM plate and would need CCTV monitoring operatives working lengthy hours. And they can only really follow one person at a time; if the car park is a busy one they'd have some problems with the number of people milling around.

Doesn't sound right to me either - PE don't use CCTV. I wonder if PE have just put signs up saying 'customers of this retailer only' which is what they tried for a week at Aldi Portslade before a poster here shopped them to the council as that was against the local Plan.
People should be reporting this to the Planning Dept of the local Council - what a shame if it turns out PE can't do this (again).PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
