It doesn't look like rot or mold or fungus photos that I am seeing on google.
Does anyone know what it is? Whether or not it is dangerous? And what steps I need to take to remedy it?

It looks like resin seeping through from the wood knots. If it is you need to sand back, properly undercoat / seal with a specific knot treatment to stop the resin seeping through again, and then repaint.Feb 2015 NSD Challenge 8/12JAN NSD 11/16

You also need to reseal the gaps around the rendering with some frame sealant before winter weather gets to it.No free lunch, and no free laptop0

The rendering is the coating on your walls. There is a gap around your window frame/wall.0

It is probably more important to seal the gap around the frames than to worry about the resin that is seeping from the knots in the woodwork.I can afford anything that I want.
