UKCPS fail to Issue Notice to Keeper

Good morning, I've read the Newbies and followed the flow chart but this situation is slightly different.
I was issued a ticket (on my windscreen) in July 2014 at Centertainment Sheffield.
I did my research on this site and waited for the request for the registered Keeper to issue details of the driver. 28 to 56 days elapsed.
Over 60 days after Original PCN, I received a letter from UKPCS stating "28 Days have now elapsed since we last wrote to you and the parking charge remains unpaid"
The letter also states
" If you are the registered keeper Under *Protection of Freedoms Act 2012 Schedule 4 sub paragraph (8) (ii) and you have not within the last 28days of the receipt of our last letter informed us of the named driver, WE NOW HAVE THE RIGHT TO RECOVER FROM THE KEEPER SO MUCH OF THAT AMOUNT AS REMAINS UNPAID, SHOWN ABOVE"
This is the first correspondence from UKCPS and at no point have I received a "Notice to the Keeper".
Advice welcome.

Treat this letter as the NTk. As it is outside the time frame there is no keeper liability.
Send response as per newbie thread. State in final point that as this is the first notification of the incident you have received as keeper, you deny any debt as the NTK was served outside the necessary time frame of POFA12.
At same time send a complaint to the BPA (Steve's address is in post 6 of newbie thread).Newbie thread: go to the top of this page and find these words: Main site > MoneySavingExpert.com Forums > Household & Travel > Motoring > Parking Tickets, Fines & Parking. It's funny the amount of mail to and from PPCs thatgoes missing. If I was the BPA I would complain to the Royal Mail about this.;)
On the other hand (and more likely) PPCs either don't send out the mail they claim to have sent and somehow manage to lose letters posted to them.What part of "A whop bop-a-lu a whop bam boo" don't you understand?0 -
I have sent the complaint to BPA and letter is drafted and ready to go to UKCPS.

As you have probably realised by now, that is because UKCPS never wrote to you, and they are lying about having done so. Many PPCs try this trick, as well as ignoring appeals (claiming never to have received them).
