I parked in Tower Hamlets in a road that had no road signs apart from a single yellow line. The part of the road that I parked on didn't appear to have a line on it though the line was nearby. I got issued a ticket for parking on the pavement. I contested that it was not the pavement and I think I have won that argument...Return letter states:
'The civil enforcement officer gave you a ticket for parking with one or more wheels on the footpath..'...'although you have said that you were not on the footpath; the photo you supllied shows the vehicle parked on the worng side of the yellow line and as such the PCN was correctly issued. Thus while I have considered your comments, I am not satisfied that it is sufficient to warrant the cancellation of the PCN as it is the drivers responsibility to ensure that he has parked correctly therefor iI have decided to enforce the charge'
Can they change the reason for the ticket being issued? Surely my argument has contested their issue and I do not need to contest the new one they have come up with?

If this is a council notice head over to https://www.pepipoo.com where there is a dedicated council ticket forum. This one deals with private parking charge notices . As stated Pepipoo is the best place. However just out of interest if you were parked on the outside of the yellow line, what were you parked on?0

Don't post without pictures not only of the place, but also both sides of the PCN, every bit of small print except the PCN number and your car reg.
You did realise you can't avoid double yellows by parking the other side of them? You could be lucky, as they may not have used the right contravention if this is not footway.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
