Openmarket Homebuy Old scheme 2008

I bought my house in 2008 through the openmarket homebuy scheme for 100k (25% gov funded). My house since then, has like many others lost value, and is now worth approx 75k. My understanding from reading through old paperwork is that if the house loses value I don't have to cover the loss if I sell, does anyone have any experience of this? Does anyone know the route I have to go through to sell as I am completely clueless?
Also reading through paperwork after 5 years I was supposed to start paying interest on the gov loan...no-one's been in contact about this, is anyone else in a similar boat???
