hire car - a little confused

hello people, sorry for my newbieness, i have read the sticky but still have some questions about hire car stuff.... adding details which you can skip if ya want :)

details:
i recently parked in a small business park to view a car (someone rear ended mine and it was written off grrr) i stayed in the business parks "overflow" car park as i wasnt sure where the premises i need to go to was (wasnt sign posted correctly) the sign was big and in front of two car parks either side saying i should purchase a ticket with what number of bay to park in. it did not say where to purchase the ticket. two minutes (and i mean two minutes - i seen the guys driving down in their yellow jackets not looking at me - it was only when i returned to the vehicle did i realize who they where) after leaving the car (to go see if i was in the right place - i was) i was issued a parking charge notice from UKPC on the windscreen (though i didn't know until l i returned to the car 20 mins after arriving (had a look at the car i was going to see forgot to ask where to pay)

questions:

-since my car was a hire car, it says on the sticky to appeal early, but in other circumstances it was wait 28 days - how early do i appeal? straight away? don't want any correspondence going to the car company...

-legally i am not the registered keeper - can i get away with saying i am / not admitting im not?

- (dumb question) if i identify myself as keeper or whatever, i will have to give my address??? :S

any other advice of interest would be appreciated :D thank you

The danger is that the hire company will pay the ticket and then charge you plus admin charge.

So you let the PPC know that you were the keeper at the time and you give your address. You do not say you were the driver, just the keeper.

Yes, you give your address and then you follow the NEWBIES sticky thread just as you would as if the car was yours.

That's why the template appeal says 'keeper' (not registered keeper). You ARE/WERE the keeper at the time.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

But you send the appeal now, before they send any NTK so that the hire company doesn't pay the invoice and charge you for it.

So a simple copy and paste exercise at this stage.
