OH runs a small business and has his website on a legacy site supplied by Pipex (now part of Talktalk). Payment is all up to date. it is quite an active site and he uses it on a daily basis. He logged on to update it just now and a message appeared on the screen saying
"The web service hosting this web site has been discontinued.
If you are a customer of this site:
Please contact the owner of the site.
If you are the owner of this site:
FTP access is still working until Oct 17 to retrieve the data from the system.
Please contact your service provider using the following channels:
Email: tech-support@uk.verizonbusiness.com"
This is the first he knew that Verizon was hosting it. There has been no warning of this. A telephone number was supplied but it was out of date. He managed to find a current number where they told him a number of users had contacted them - they gave him an email address to contact.
What is legal position?

I don't know, I would imagine that you'd go by the TOU for the current provider, it'll be on Verizon's site somewhere in legalese. Whether they'd compensate for any downtime, or if you just have to lump it.
I'd find a more reliable host if it's for business, there's lots out there that are professional/reliable.
Just my opinion, I have no legal knowledge.0 -

If he's paying TalkTalk for the service then his contract is with them and it's blindingly obvious that it's them he should be talking to. Has he, and if so, what do they say?0

Said they would look into it. Since then silence.0
