As long as they have paid their NI contributions then they will be entitled to contribution based JSA which is not means tested. Lasts for approx, 6 months.

Will their savings mean they cannot claim?

Means tested means that they look at your level of savings and any partners income
If someone qualifies for Contribution based benefits it does not matter if they have savings or a working partner, as long as they meet the criteria for JSA they will receive it for 26 weeks
If someone does not have enough contributions (or after the 26 weeks of contribution based) they would apply for income based benefits, if they have a working partner or savings over £16k they would not be entitled to any payments

Savings/income of partner/capital is not taken into account. The only thing that is taken into account are pensions over £85 ish a week. above that and they deduct 50 % from the JSA.
