Bank Charges - Help needed!!

Hi, Can anyone offer advice? I have asked Lloyds TSB for my bank charges back and some little weasel from the customer service recovery dept has refused. My charges amount to £60, not a grand sum. I have been over my limit twice. What do I do next? I was considering phoning my bank manager and asking for the money, if not i have already told the weasel i will close my account. They ignored me for three months and then when i telephoned i received this letter. Its been reported in the media that they have paid back 100s and 1000s yet they wont give me £60?
