Tax credit owe me money!

Hi, up untill the end of august I was reciving £147 per week for child and working tax credits.
As of the 5th of Sept. My daughter started college. My payments went down to £47 I rang and informed them and was told it would take a couple of weeks but it would be backdated.
It took 3 weeks that ment they owed me £300. This week I recived a one off payment of £144 and my weekly payments have gone up by £10. When I rang them I was told that this was to pay off the rest of the money they owe me.
I have now recived a letter from housing and council tax benefit, Stating that because my tax credit has gone up my benefits have been revised and I now have to pay an extra £12 per week.
How is this right im paying tax on money owed to me?
If they had paid me a lump sum my housing and council tax payment wouldnt be affected.

a weekly income increase of £10 should not result in a housing benefit loss of £12.
