EXCEL appeal refused

Afternoon, apologies if its yet another thread but im after specific help. I have sent the various letters as stated in the relevant threads i've been reading for months. However yesterday i received a letter to say that i have not offered mitigating circumstances and that if i do not pay by October 2014 (wont post exact date) they may commence legal proceddings.
I have sent the appeals letter, it was rejected as i knew it would. I have sent 2 furthermore letters, the latter being where they said they are unale to accept it, and it seems they missed the part of me asking for a POPLA code. I have also had 2 debt recovery letters however, after ignoring them, excel have started to write to me again.
Any help on what to do and/or what happens next would be brilliant,

You may have asked for a POPLA code but if you asked too late then you were never going to get one, you know! BUT if your first appeal was within 28 days of the NTK (and you appealed as keeper) then you need to send a complaint email to the BPA and DVLA that Excel have not sent you a POPLA code despite the fact you appealed in time.

If you didn't appeal in time then like I said, writing to them was just an exercise rather than ignoring them, and it doesn't stop the letters and won't stop them trying a Court claim if they decide to. Defendable though!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
