I cannot believe the number of parallel threads, here and elsewhere, this is generating. It's really VERY simple.
* No round piece of paper.
* Ability fo pay by DD.
* Tax not transferable when you sell/buy a car. Given that, apparently, less than 1/3 of used car sales are of taxed cars, that Joe Public probably changes cars every two or three years on average, and given that the monthly cost of an average tax disc is probably around a tenner, the heat generated by this is unbelievable.

Sure, if you happen to change car on the last day of the month then it's not an issue, but most people buy and sell whenever it suits, not necessarily the last day of the month.

they have not been able to do that for a while now, the only person that could claim a refund was the registered keeper so the trader could not cash in the tax, so the dealer either gave you the tax disc back for you to cash in or the tax went with the car into trade0 -

That only "worked" if there was only the remainder of the months tax on the car, otherwise you were relying on the seller to "sell" you the tax, OR negotiate it as part of the deal. Either way you're paying it directly or indirectly.
Very little real impact, and the advantages of the new system far outweigh the downside of maybe having to pay for an extra months tax (less than £3) on what will probably be at least a £10,000 transaction anyway.0
