8.1 issue

I have a new HP pc with 8.1 loaded. When browsing it will only move to a couple of pages, then stops being able to scroll or submit or move anywhere else, leaving me no option but to close and start again - with the same result.
I have spent a fortune on de-bugging programmes and a new mouse, but the problem persists.
Any suggestions welcome!

    Non-techie answer... if you've bought a new thing (whether it's a toaster or a Windows 8.1 computer) and it doesn't work, you have rights to take it back to whoever sold it to you, and get them to sort it out.

    Windows 8.1 has two versions of Internet Explorer; one which you can run from the Desktop (by using the 'Pin to Taskbar' option) and one which you can run from the 'Start Screen'. Which are you using? Have you tried the Desktop version?

    HP give one year warranty so you need to phone them local rate number 0207 6600596, give the serial number of the laptop and the model number. They will put you through to one of the tech guys, hopefully they can help you.

    Tried everything suggested, re installed again, spent 3 over with the boffins on the helpline to no avail.
    Machine now on it's way back to HP.
    I am now going to lie down in a darkened room.
