    Ok thanks
Just done the email to the BPA person, are they able to cancel the PCN or at least give me a shot at POPLA?

Just going to fire one of to Morrisons now

no , but Morrissons can cancel it as landowner

the point about the BPA complaint is they may threaten PE with a sanction if they dont sort it out or cancel it, so they may make PE minded to check the details and issue a new one, or they may let POPLA accept the old code , you just never know

but if you dont ask, you dont get.......

plus it would also help your case to create a paper trail in case this ever goes to court, as a judge will ask to see all the paperwork, which is why phoning people does no good at all, as there is no record of the call or what was said , hence why your phone call to PE was pointless and only your word against theirs

what you SHOULD have done is come here asking for advice when the initial rejection with no popla code appeared , so that your BPA and morrissons complaints would have gone in a lot earlier and hopefully within the timeframes (this popla code being the only meaningful timeframe) , plus we would have advised you to send in a complaint to PE saying "cancel, or popla code"

the point here is get the action done now, worry about the semantics over the next few months, but try to avoid court and start to lay the paper trail, keeping all receipts and bank statements and paperwork to date in a file
  • Had a reply from Steve Clark at BPA he says it defineitly needs investigating and has forwarded my e-mail to their ops manager
