Demand for Payment from OPC

I need some advice/help please.
I have received a demand for payment 2 years after the event.
I did receive one back in October 2012 from them. Ignored it. Then got one more letter a month later. Ignored that too. Then nothing until the other day.
The date on what I think was the first letter was :-
Date of Occurrence 16/09/2012
Date Issued 01/10/2012
Am I right in thinking that they have note posted the first notice within the 14 days required.

@pixie60 - you need to do a thorough search of this forum (and PePiPoo.com) for OPC. there is definitely 'form' here.
