No need to write any letter at this stage, please don't as if you don't understand this stuff (as you have intimated) then you are more likely to put something into a letter that won't help you.

All this DEAL stuff is very recent (last couple of weeks) and we really need to see what their next move is - without seeing that, it's very difficult to give any advice other than the standard of 'continue to ignore, as debt collectors cannot take you to court for an alleged debt belonging to someone else'.

The slight fly in the ointment is that allegedly DEAL have 'purchased' part of each 'debt' from CEL. So we do need to see the next move.

The one thing to say is that whatever happens, (if anything) the amount they seem to be pursuing won't change - so no need to act hastily, there's no financial advantage in doing so.

We believe this whole new scenario is a further motorist-targeted phishing trip, designed to scare and panic recipients of the letter into paying up to make it go away - just as it has with you!

The 'court papers' you have received are false, they are mock-ups only.

Advice then is to wait and see, hold on to any paperwork you get, do not reply (and especially do not phone these people), and definitely keep an eye on all the DEAL/CEL threads as they progress over the coming weeks. Also feedback on this, your own thread, anything further that happens in your case.

At 19 I don't think at of us expect you to fully understand this. It's hard enough when you have a few years experience and a good understanding of what the process is.

Try not to worry, take a deep breath. No one will be making you pay anything any time soon. Read some of the threads over the next few days, but for now DO NOTHING. Take it a step at a time so that you can process and begin to understand.

What I will say, is of you ever get another PCN, come straight to this forum. And indeed come to MSE to ask almost any question you need answering about finances. Someone on one of the forums will be able to help.

So hard as it is, relax and get on with enjoying life as you should for now.

  • Thankyou. They have totally scared me, is there a possibility of a court date? Also these letters are being posted to an address i moved out of 2 years ago, i have only received this letter as by chance we saw the new home owners and they told me they had letters for us to collect. So this is the first letter I've ever read about it!

I believe court to be the remotest of possibilities, but as I said previously, you have to be patient and await their next move, we can't forecast beyond that at this early stage.

But what I can tell you is, as this is a slightly new phenomenon, we are not only curious, but also determined to beat it and, if you work with us, assure you that we will be alongside you all the way to seeing this off.

On the address front, you need to make arrangements with either the new occupiers or set up a (paid for) redirect service with the Royal Mail to ensure you get any mail addressed to you at the old address.

  • Ok thankyou.
You say 'NEWBIES - wise up - DO NOT IGNORE A PARKING CHARGE NOTICE - you have been warned!' isn't doing nothing, as you are saying, effectively ignoring this? Sorry if i sound stupid, to be honest i am probably stupid in this area.
  • If the parking event happened after October 2012, then that is the advice as that is when PPCs could start chasing the RK under the Protection of Freedoms Act.

If yours was in early 2012, and they do not know who the driver is, then they can't hold the registered keeper liable, and 'ignore' is a good tactic!

Hooray, :T, at last someone has read my signature (it's appended to each and every post I make, and you are the first to have ever really commented on it!).

What I've put there is absolutely correct. You have not received a Parking Charge Notice (PCN) now, you've got a debt collector's letter which relates to a PCN dated (as per your opening post) from February 2012.

At that date point 'ignore' was generally the advice and worked in 90% of cases. But the law changed in October 2012, and the advice now is not to ignore, but to challenge via a forum-assisted appeal and get the PCN cancelled - this now works 100% of the time. But you are well beyond that point now, so you follow our advice as I and other regulars have outlined in this thread.

You need to trust us, we do know what we are doing!
