They're only human after all (allegedly) with a heavy workload I'm sure, so if I was in their shoes and faced with three pages of solid legal arguments, I'd be thinking "Right, it's Highview, what do they normally fail on? No keeper liability? Sorted. Next!"
It certainly reads like he didn't even consider the case, just looked at the fact there was no keeper liability, quashed it and moved on. :T0
