Slightly off topic. Recently lost paper part of D licence- do I legally need to get a replacement at the cost of £20? As paper licences are not being issued from Jan 2015.
If you want to hire a car between now and then, you'll need the paper counterpart. If the police need to see your licence, they'll want both parts.

Unless someone needs to see your licence its pointless. £20 for four months!.
Legally, I suspect you are unaware it has been lost. ;)

My neighbour is learning to drive but how he got a provisional is beyond me.
He will tell you himself he has mental health issues which in itself isn't a problem but he has violent rages ad can be heard shouting out of the window at strangers passing by .

He is a road rage attack waiting to happen !

^ Mental health issues, violent rages and shouts at strangers. He sounds like the average motorist.
