PPI Goldfish/LLoyds - data request dead end, where do I go next ?

Hoping someone can help with this one....
I took out a loan with Goldfish in 2003 which was paid off in 2009. I am pretty sure it had PPI on it but don't have any of the paperwork anymore. I have done as suggested elsewhere on this site and requested all records held by Lloyds (who took over Goldfish loans) they have provided me with a statement so they definitely did inherit the loan from Goldfish but say they have not been able to locate any agreement (either electronically or manual) and claim " the majority of contracts are not held on relevant filing systems therefore are not subject to the right of access under the Data Protection Act. It also says my entitlement under the Act is only to personal data rather than copies of all documentation.
Firstly, does anyone know if this is true ? I can't tell if they are just trying to fob me off. Secondly, can anyone suggest where I go next with this as it feels like I have hit a dead end and cannot prove one way or another that the loan had PPI on it.

As you closed the account in 09 they must have more data stored I would have thought.
Did you send £10 and ask for all information they hold on you or did you just ask for the agreement?, it sounds as if you just asked for the agreement, they do not have to provide this on a closed account.0 -
I asked for everything they had and sent the £10. They sent back a statement of all transactions they had taken over. ( The account was opened in 2003 Lloyds took over in 2007) they also sent a table of entries of other activity, not much really.
Say they don't have the agreement nor do they have to provide it.
What it gave me was an account number, which i didn't have before. I've called lloyds claim line and logged it as a compliant - they could see the account on the system but couldn't see any detail as it was a goldfish loan. They're sending me a claim form, guess I'll have to see where it leads.0 -
If you requested the agreement then you were in error doing so as the account is closed. They only have to provide the agreement if the finance is still live.

It is not automatically somehow wrong to have PPI, the insurance has to have been mis-sold to you in order to be refunded.0
