Best mostly-dormant Account with Debit Mastercard attached?

With stuff like the Rugby World Cup coming up (0% transaction fees on Mastercards, chances to present Man of the Match, get signed jerseys, etc), I've realised I don't have a UK account with a Mastercard attached. Could anyone recommend a fee-free Current Account that comes with one? I'd mostly leave the account dormant except where the Mastercard would prove superior to my Amex. I've tried looking through the site, the forum, Mastercard's website, etc, but struggling to get any clarity.

Ohh, missed the line 'Debit card payments do not incur any charges.' in the checkout blurb. So that reduces the value of a Mastercard slightly. But still keen to look into it if someone knows for the other advantages.0

As per grumbler's link I would suggest a Metro card, there's a branch on Ealing Broadway so if your location is given correctly that would seem to be the best solution for you.0
