About to exchange, just found out building control haven't signed off the extension

Absolute rubbish.
It only covers the cost if defending enforcement action. It DOES NIT cover the cost of remedial action to rectify defects.
I will just quote from the policy document I have in front of me:
"a. The cost of defending Enforcement Action including costs and expenses awarded against the Insured
B. the expense of complying with Enforcement Action or undertaking given by the Underwriters in the name of the Insured including the cost of demolishing, altering or reinstating any part of the Property.
And it continues, c. including reduction in market value before and after Enforcement Action and d. Any other costs incurred ... For the purpose of settling any claim"
Sounds quite useful cover to me, but as I said, it does not tell you in itself that the building is actually safe, which is a concern for any new homeowner. And it only pays out if the council take action. Which is really really unlikely.0
