Calderdale Council Parking Ticket

Hello Guys, Back here in less than a week - Just my luck!
Basically I was parked Near Halifax hospital on a road where I usually park on. The day before the council have decided to put up residents only parking (i.e. permit only parking), and there is a sign of this as you enter the street. I did not see this when I parked. However on the street there is still the old sign for 2 hour parking spots for your average driver.
Can this be used as grounds for an appeal? and if so, how to I go about it?
