I , too, have received similar correspondence from Debt Enforcement and action Ltd. This was in respect of a fine imposed by CEL in, wait for it, 2009!
I am now told that costs have escalated but they will accept roughly half of the amount if paid within the next week. If not a particulars of Claim will be lodged in court on 24th of this month.
I had assumed this had long since gone away. Can I be reassured that this will not go to court with attendant escalating costs. Clearly there is a time factor involved.

It might go to Court (ish) but you can be assured that we know how to beat CEL and we know they never turn up. So the first rule is defend well with our help, and the second rule is = show up to any hearing and claim your wasted costs!
Why not just read loads of threads like yours on here and on pepipoo forum, by searching both forums for the word 'coop' (for the sake of a search on either forum, no hyphen is needed in Co-op). Even if your car park wasn't a Co-op car park that's still the best search term to find recent CEL cases.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

With these CEL no shows, what do regulars think about going to court equipped with a solicitor.
When the PPC fail to turn up suggest to the judge that their behaviour is unreasonable and verging on contempt of court and ask for full costs cf Napier v Lau.You never know how far you can go until you go too far.0 -
