Living with partner who's an international student, don't know what I can do.

My partner and I have just moved in together - I'm unemployed (though let's hope not for long) after finishing my degree in May/June, and she's an international student in her final year of study, with no National Insurance number as she's not worked here.
I've tried opening a JSA claim, but I was called to check details before getting an appointment and during that the lady told me I need to make a joint claim as I'd done it alone. I then tried making a joint claim online, but partner's NI number is a requirement, and I can't progress past that section.
She's from Norway, so within the EEA, and is receiving a student loan from there. Another problem is that the landlord doesn't accept DSS, but as I've not a job yet I definitely need help with rent - when applying for housing benefit do they notify the landlord?
I really don't have a clue what I can or should do.
Any help at all is seriously appreciated! Bonus - it's my birthday today and I'm having to do this. Woe.

Are you in rental? Did the landlord not check out your financial situation before you moved in? How where you intending to pay the rent and bills? In all probability your partner would fail the Habitual Residents Test as she is a student EEA national. She would be unable to claim any social security benefits as she is an EEA student and supposed to be self financing or sponsored to be here. For benefits purposes you would probably have to claim as a single person with the partner disregarded.
Whose name is on the tenancy agreement?These are my own views and you should seek advice from your local Benefits Department or CAB.0
