Loft flooring

Just had insulation in roof, I need some flooring up there. The loft is small so raising the flooring means I do not have much room. I am going to get some loft legs. Was just wondering what I can drill them in to?
There are the main joists. Big bits of wood which span the width of the house. Unfortunately these aren't good candidates to support my floor as there is a water tanks and rafters(?) holding my roof up above them.
Inbetween the joists are bits of wood which are nailed into two joists at each end. It looks like there is a square bit of metal. The wood between joists slots into that and the metal support is nailed into the joist. Can I build a floor on top of that. It is just for storage. Perhaps leaning on when getting things. The floor would be distributed across a bunch of these.
Are these weight bearing? I had some flooring on them before with a metal safe and a bunch of boxes on so they got to be fairly sturdy.

I'm a bit confused at what your saying but I have used the loft legs before and they are very good and sturdy. Just screw them to the existing joists and then screw the flooring down onto the leg.0
