parking eye

having borrowed a family members car they have now received a pcn from parking eye for overstaying 2 hours 50 in a 2 hour free car park.
i do not want them to have to face the wrath of these pirates so i want to receive all the continued correspondance, your advice on doing this would be appreciated,
do i write a letter from them naming myself as the driver thus resetting the clock?
or continue writing to PE as said family member/ registered keeper?
interestingly the pcn was only received yesterday 16/09/14 following the offence 17 days previous, is that a breech of regulation in itself?
i apologise for my questions only i have tried sifting through the newbies sticky and other threads and am now overloaded with information.
do i just stick to the flow chart?
also i have read numerous threads mentioning a PE specific appeal letter supposedly in the newbies sticky however i have failed to find it any help with this would be much appreciated,

The first appeal is generic, not specific to PE. It's the second stage appeal that becomes more specific.
As for facing the wrath of these pirates, it's a only a parking company .
You are far better sending in the appeal from the registered keeper as this gives further options later, should for example there be an apocalypse in the meanwhile and out 100% success rate fail just for you.
The very fact that the PCN is received 17 days after event when I assume there was no windscreen ticket means it is not complaint for keeper liabilty. All the more reason why you appeal as keeper.
So persuade them you are dealing with it, but to pass on all correspondence to you. At most it will only be a couple of letters. oooohhhh on reflection i was being a tad melodramatic dee! lol
yes all noted many thanks, no windscreen ticket you are correct it was anpr,
i have cut and pasted alot of stuff off here and am currently editing the non pe specific details from it to make a more concise version, would it be ok then to post it on here for other users who may wish to use it for their PE related information?

apologies dee but is it worth saying in my initial appeal letter that the pcn did not arrive until 17 days after the event? or keep that till later?

If you look at the very succinct template in post 1 of newbie thread, point 4 rears to a deficient NTK. So already there. You do not need to re invent the wheel. C- M is the expert and it is difficult.t to improve on her succinct version!
Remember the appeal to PE is just to elicit a POPLA code out of them. Then when you go to POPLA you specify why the NTK was deficient. By making them take you to POPLA it costs them £27 + vat. If you win at the first throw we don't hit them in the pocket!
By all means put an initial draft here, but it is very easy to make rookie errors!
