The Promotion is open to all residents in the UK and ROI aged 18 years +, excluding employees of Procter & Gamble and its affiliates or agents, the families of such employees and any other person connected with this promotion.
The closing date for receipt of all entries shall be midnight on 31st of January 2015 or until 150,000 official registrations have been made, whichever is the earlier. We reserve the right to extend the closing date.
Users may only register once for a Free Gillette Fusion ProGlide Razor
Users will receive a free Gillette Fusion ProGlide Razor within 15 working days.
Gillette cannot be held responsible for non-delivery of the prize due to incorrect information given in the email response.
The Promoter will not be liable for applications not received, incomplete, delayed or damaged. Proof of sending is not proof of delivery.
The prize is as stated and cannot be transferred, sold or exchanged. There is no cash alternative
The Promoter reserves the right to substitute the prize of equal or greater value in the event of unavailability due to circumstances beyond the Promoter’s control.
Any malicious or manipulative attempt to influence this competition will result in disqualification. Automated entries will be automatically disqualified. If there is any reason to believe that there has been a breach of the terms and conditions or incorrect, illegible, fraudulent or other invalid or improper information has been provided, Gillette may at its sole discretion refuse to process an entry or fulfil any prize award.
Gillette reserves the right to amend, alter or withdraw the competition as necessary at Gillette’s sole discretion.
Gillette is not liable for any delay or failure to perform any obligation to the winner or other entrant that is caused by any circumstance beyond its reasonable control or by any act or omission of any third party.

There's no reason why not. That address is the head office of Procter & Gamble and international companies can register .co.uk addresses from outside the UK.
