I Broke my ankle in march which was closely followed by massive clots in my lungs and 4 weeks in hospital, I worked part time so No NIC. in a small bakery I am unable to return to that job due to having to stand long periods and my ankle doesn't work like it used to I can't walk further than the end of the drive without struggling and rely on my partner to take me places or taxi's which are costing a fortune I applied for ESA and was told I hadn't paid enough NIC for contribution base ESA and that my partner was on to high an income for income related ESA don't know how they know that was never even asked about him or his earnings which are less than £16,000 a yr, Tried Tax credits told we don't qualify. Would I qualify for PIP ? I'm at the hospital every week and the doctors every week plus I will have to go to more appt. as they want me to have a scan and further tests. But what we have coming in now just covers the bills

You will not qualify for income based ESA as your partner earns too much.
As regards tax credits as long as the worker is over 25 then the couples cut off earnings is about £18000 pa. so not sure why you are not entitled. Could be that because they base tax credits on the previous tax year your earnings take you over the limit. So what did you earn between you 2013/2014? And what are the earnings for 2014/2015?
If you have a drop of earnings this tax year then you may be able to apply. This is not my area of expertise so hopefully someone more knowledgeable will tell you how to claim working tax credits.
If you rent then you may be eligible for housing benefit and council tax reduction.
Also you should look into the criteria for Personal Independence Payment which is not means tested (do some googling)
