No ticket and not 'parked'

So I took my car to have a child's car seat fitted at a local Toys R Us store. I then moved the car to wait for and collect my 79 year old mother from a nearby store. So in my opinion not technically 'parked', as at no point did I leave my car. Was in the car park for 33 minutes but didn't buy a ticket as not parked and did not enter any stores. Appeal was rejected. Should I appeal to Popla - do I have a leg to stand on?

yes you were "parked" as your car was stationary in the car park for a number of minutes (doesnt matter if you were in it or elsewhere), how many minutes we will never know, but its not relevant anyway, not for your popla appeal0 -
But it is relevant for the massive complaint you are going to make to Toys'R'Us. Also I don't believe they were 'Parked'. Undergoing maintenance isn't parking.0

at the moment we have no idea which car park this is, so possibly nothing to do with toys`r`us
for example, the Peel centre in Stockport is a notorious pay and display car park , no stopping , no waiting , no parking (either attended or unattended) - without a pay and display ticket
so "parking" on there requires a ticket, be it at toysrus or any other retailer, and excel run the car park on behalf of Peel holdings and being a customer of any of those shops carries no weight at all. toys r us dont even have their own land that allows them to fit a child seat on the Peel centre so you would still buy a ticket even as a patron of toys r us due to parking on Peel holdings private car park
not only that , this waiting or parking idea is an urban myth
collins english dictionary - parked = (automobiles) (of a vehicle) stopped and left in a place for a period of time
this person is clocked in by anpr entering some private p&d car park, didnt pay for a pay and display ticket, then clocks out by anpr some 33 minutes later , therefore received a pcn in the post due to breaking the rules of not paying for a ticket on private land
I accept that for some of the time the vehicle was not stationary (presumably with the engine off) so we will assume 13 minutes to find a spot and to leave etc , and 20 minutes stationary waiting for somebody else doing some shopping , being in the stationary vehicle is irrelevant as that vehicle , reg number MA12ABC is still on private land with no ticket so the RK gets a pcn in the post, same as a driver who is asleep for 5 hours on an MSA but isnt "parked" as he is waiting for daylight by being asleep in a stationary car that isnt "parked" as he is in it , lol , so despite there being signs saying 2 hours only for r+r he isnt parked ? is he "resting" ? , is the car "resting" , or both ?
none of the above scenarios would wash with popla, possibly not with a judge unless you were circling for 30 minutes looking for a space to park like at fistral beach (ask ivor pecheque)
I dont see any of the popla appeals coupon mad links to having a special section arguing that somebody waiting inside a stationary vehicle for another person is not "parked" and so chris adamson or henry greenslade let them off and ALLOWED the appeal
some interesting comments though about waiting and parking times by PE in Newquay in here , https://forums.moneysavingexpert.com/discussion/5037497 , yet this person paid and was only slightly over the time whilst leaving and was pursued remorselessly until they got the church and PE to drop it
all this "waiting" and "parking" is an urban myth, once the car has stopped its parked, until it moves again , so no it wasnt parked for 33 minutes but I bet the driver was supposed to buy a ticket, same as on the infamous Peel Centre near me , due to having "parked" or "stopped" for at least 10 to 20 minutes
these people who are "waiting" and "stationary" on zig zag lines near school entrances (with or without the engines running) twice a day, they are not "parked" either, are they ?

In the car - out the car - engine on or engine off. If you were in a bay and stationary, then you were parked.
Trying to help not pick an argument. That line of appeal just won't wash and will do you no good.
The point about which ToysRus is important. For example, Milton Keynes branch has its own area shared with Argos, but Northampton is in a multi-site commercial park.
Worth appealing to retailer in 1st scenario, less so in 2nd.0 -
