Is plugged into surge protected extension cord. It sounded to me (and lack of picture would indicate this) that the LCD backlight has gone.

Fair use - LCD TV with under 300 hours usage - way, way less than the expected lifespan of a TV. Misuse - is mounted to a wall, powered on and powered off as per a normal TV, have never even hit it once!

Do these TVs have anything built in that measures how long they have been used for?

<300 hrs in 2 years doesn't sound plausible, unless I suppose it is a second set (mine in the bedroom has been used twice in 7 years, I always nod off lol)

Then I'm sure you'll be fine and the engineers report will back you up. You'll need the report regardless though, anything above this is goodwill. They'll rarely just take your word for it.
