Norwich Union Endowment policy / Halifax mortgage

Hello,
I am researching on behalf of my Mum as to where she stands with a refund she received from Halifax / NU in regards to the endowment policy she had.
The refund was for just under 3K but was back in September 2007 and she feels she was bullied into accepting it and it doesn't cover the shortfall of the amount promised to clear the mortgage.
As the refund was sent and cashed 7 years ago, can she still complain or are there rules / guidelines as to the timescale after a dispute has been 'resolved'? I did find something stating 1 year but it wasn't clear if it related to all financial disputes.
Any advice would be appreciated.

How on earth was she bullied into accepting it? surely they posted a letter with a offer and acceptance form?
Your main problems apart from the bizzare allegation is-
1. This would have been accepted as full and final settlement.
2. If she disagreed she had 6 months to refer it to FOS, now its 84 months later.
2. It's 7 years ago, if she complained now it would likely to get time barred.
Has she taken out any further advances on the mortgage? Why is there still a shortfall, the offer of redress should have explained all.0 -

How was she bullied?
They send no-one around. They ask if she is willing to accept the outcome or not. They also tell her she can go to the FOS if she doesnt like the outcome.
The regulator set the redress method used and the complaints process is defined by them. its too late. She accepted it. It wouldnt make any difference anyway as she won her complaint. its hard to see why anyone would want it reopened.I am an Independent Financial Adviser (IFA).
