    I would in this case.

1.Write a letter of complaint and ask for resolve, include copy of vet bill wait 14days for reply.

2.If after no resolve form leter of complaint or any reply write another letter this time giving another 14days to resolve before you take legal action.

3.If still no contact or resolve, moneyclaimonline.com.

4.gather VET report, what was found in the wound (clippers for clipping dogs hair are pretty tough and sharp, it would have forced furr and bedris into the cut ask the vet did he see this evidence in the wound and have to clean it out, were the edges of the laceration gagged that could have been caused buy the clippers teeth.
Or was a clean cut, that a dogs paw could not have caused as dogs nails are U shaped and doesn't cause a straight deep cut it causes more of a puncture and tear. how many stitches how long the laceration is, does it match the standard clipper head size of a dog clipper? is it the width of of a pair of scissors all this info a vet can put into it the better!

keep receipts for treatments and prescriptions antibiotics painkillers these are out of pocket expenses due to damage to property you never want to class these a pain and suffering as in the eyes f the courts personal property doesn't suffer (I know odd isn't it, but were not claiming under animal welfare act here its purely property damage).
