Complaint about service

Hi
Does anyone know who I can make a complaint to about poor service.
I used a company called bds drainage to fix blocked drain in my rental property. Despite advertising low rates they quoted 250 after visiting the property claiming the tenants had been pouring fatty stuff down the drain. I politely declined but after some bargaining agreed on 100 since I just wanted to get things fixed.
I requested an invoice for the work but despite 5 emails and phone calls to them,they have not sent the invoice. I suspect they are trying to dodge paying tax by not issuing any paperwork. I have to pay tax on income on my rental property and cannot claim expenses without invoice. Is their any ombudsman or trade associations or other body I can complain to about this?

Not really - simply don't pay until the invoice is received. If they want to be paid they will send the invoice.Common sense?...There's nothing common about sense!0

I already paid as I had to give my card details to them prior to them visiting the property ( on the condition it will only be charged if I use the). They took payment as soon as work was done without any additional communication or notification.0
