Overpayment penalty fine/ESA sanction

Hi all
last year I was claiming IS, my circumstance changed and I was a little late informing them and was overpaid £40, I Received a letter saying that they decided to issue me with a fine rather than court action and pay 30% of the overpayment.
On monday I attended an interview to agree I will pay the fine in exchange for no court action. He went on to say he will pass the info to the benefit dept and they may sanction my ESA. I am in receipt of High care and low mobility DLA, which he explained my DLA cant be sanctioned. I am in support group ESA. I have serious mental health problems. Borderline personality disorder, emotionally unstable personality disorder and BI-polar disorder. the slightest thing sets me off and my anxiety increases. I explained this to the officer and he said if I get a doctors letter explaining my issues he can pass this on and recommend that a sanction is not appropriate.
I am really worried about this, my GP will be doing a letter next week.
has anyone here been in this situation? comments are really welcome
