Station car park - MET PARKING SERVICES

Hi.
My situation is the following:
Work for London Underground and Network Rail. West Ruislip station has number of bays allocated for LU or NR staff. When they get full staff normally park in the main car park displaying a HiVis with Londun Underground logo on it. Done it many times never had problems or PCNs issued until now. Was issued one on 3 Sep and appealed on the same day via their web site (metreview dot com) explaining the situation. They rejected my appeal and sent me rejection letter along with POPLA form to appeal against their decision. So far I haven't received Notice to Keeper.
My questions are: Are they in breach of the regulation by not issuing me with Notice to Keeper? What to do next? is it on its own enough grounds to appeal or ignore them?

A NTK can't now be issued, because you appear to have outed yourself as the driver (pointlessly and you've thrown away a major POPLA appeal point). Never mind, you win anyway at POPLA if you use a template in the Newbies thread post #3. Have a look and find one to crib from that's about a windscreen ticket.
MET usually don't bother to contest at POPLA when they see a forum template used.

1. No breach of contract and no genuine pre-estimate of loss.
2. Contract with the landowner – no locus standi.
3. Unclear and non-compliant signage, forming no contract with drivers.
Is that all?

Yep but MET will almost certainly not contest if they see a nice looong and detailed 'no GPEOL' appeal point, plus the other two.Thanks for quick reply. In this case what do I base my case on:
