    Building Control at the council are the people to contact if any building actually has bits threatening to fall off onto passers by.

    Bear in mind that factors are merely agents for the owners - the landlords (collectively) are ultimately responsible for maintaining the common parts of the tenement, whether or not they have appointed factors.
