Incorrect.
The heating process with electricity is nearly 100% efficient. Neither the switch gear nor the cabling should get warm, so just about all energy is turned into heat inside the tank.
The inefficiencies are in the national grid transportation (but that's not the consumers problem) or in the storing of the converted energy. Insulation is key. Always.0
