Again, I wasn't quoting any regs, just indicating strongly that I think he needs a ducted extractor.

But whilst on the subject I do think the regs have changed recently because there was a requirement to fit ducted extraction in kitchens if new built or renovations, your link indicates a change there, for the worse in my view.

Although not ideal, the OP could possibly firt a wall extractor fan on an outside wall of the kitchen. OK not exactly extracting at source but at least it should clear condensation and some cooking smells.
