Advice - Met Parking - Fined yet no ticket

Hi
I recently received a parking charge notice from Met Parking for a car park in High Wycombe.
I often leave my car at this car park and pay either by cash or by app.
I can't recall parking at the station on the day that the letter claims I parked there and nor can I 100% make out whether it is my car registration.
What I need advice on is that their Ts & Cs state “a parking charge was issued to the driver of thevehicle shown above by fixing it to the vehicle or handing it to a personappearing to be in charge of the vehicle….”
Yet nothing was attached to my car and I've certainly not been handed a ticket.
Should I even respond to the letter?
Is this legal?

met parking are probably issuing private pcn,s so it wont be a "fine" if this is the case
probably best to read the NEWBIES sticky thread whilst waiting for further replies , especially if it says parking charge notice as that is a pcn, so may have been issued to the RK, in which case deal with it as per the newbies thread, using the template letter as RK0 -
