CPP - IVA Help Needed

Hi, sorry if this has been posted before, but I really need a quick answer to my dad's problem.
He has been in a IVA for 5 years, it finished in June, (Never missed a payment, and fully paid up, and not paying anymore) the IVA has agreed it's finished and they are just waiting for the completion certificate to be done.
My dad has recently been told by the Bank Of Scotland that he is entitled to £1,200 for CPP on a loan but because the IVA (now finished) is flagged up on my dad's address the £1,200 will be sent direct to the IVA.
I know if my dad had the completion certificate then he can send that to the Bank Of Scotland as proof that my dad is entitled to that money.
The IVA are taking ages to send the completion certificate (they estimate next month or so)
What is bothering me is - if my dad wasn't awarded this CPP money then the IVA wouldn't be wanting any money, yet because they are taking so long to complete the IVA they are going to get £1,200 for doing nothing.
My dad is in his 70's, very confused, and he would benefit from this money.
Can anyone give advice or info to possibly challenge this? and if there is a chance of getting the Bank Of Scotland to send the money direct to my dad.
