Right so spoke to my property agent, said they manage the council tax and pay it all. So to forward letter onto them to sort.
What I'll do is forward it onto them, but also send my own correspondence to the council to ask them to let me know how the process goes and keep an eye on it, cause otherwise it will still end up being in my name and they'll slap me with fines if it doesnt get sorted.

Just to update on this. I today received an email back from council:
Please be advised the account is being paid by the landlord/owner. The account was only set in your name due to an online form you completed, this has now been deleted.

I suppose by online form, they meant the one I filled in to register on the electoral roll, or something similar, was just an automated mistake in the end!

    Problem solved. :D

With regard to putting "not known at this address" letters, thats factually correct so I see no reason not to return them.

Oh about that, I was writing that on all letters, and LL came at some point and took all the letters and then left a post it note asking for theirs not to be returned and included their name. So I'll be leaving those to one side (it still really annoys me, most of the letters to this address are for that person), and returning all others because the amount of mail here gets out of hand, and doing so helps lower that.
