can I request the school SAT test my son every year?

You need to speak to the teacher again, or the head of department/head teacher.
I work in a school, and have worked in that year group, and internal tests are nearly always done for reading age, writing ability etc, that's the point of the ability grouping for literacy and maths.
Children who are in the lower ability groups will most definitely have extra help, they may have interventions, or booster groups. All concentrating on getting a child to where they need to be, or giving ongoing support.
I would be very concerned about a school that only tests ability levels twice during junior school. It never happens!
At home you can help his education by nightly reading, downloading writing sheets to help him form his letters. If he does writing using cursive letters there's plenty of websites that teach you how to support his writing skills at home.
See if the school has signed up to online Learning like bug club or sum dogs these are wonderful tools, featuring games and activities amongst the reading or maths, and many schools have internal schemes, whereby they receive a book token, or prize for learning at home.
It's very, very early in the school year to be expecting anything from new teachers, it's time for them to get to learn about your child ( although an end of year handover would have happened), and get to know their personality. If you have any concerns, write them down and make an appt with the class teacher or address at the regular parents meetings. But SATS testing is not appropriate every year, and really will not provide them with much of a picture of their overall levels IMHO.0
